Principal

Mr. Justin McGowan joined the Red Lion Area School District during the 2023–2024 school year as an Assistant Principal. The 2026–2027 school year marks his first year serving as Principal of North Hopewell-Winterstown Elementary School.

Mr. McGowan is a graduate of Pennsylvania State University, where he earned a Bachelor's degree in Criminology. He later obtained his teaching certification through York College of Pennsylvania and earned a Master's degree in Educational Leadership from Pennsylvania Western University. His career in education began at Southwestern High School, where he taught Social Studies and Technology Education before moving into school leadership.

Throughout his career, Mr. McGowan has been committed to building strong relationships with students, staff, and families. He believes that every child deserves a safe, supportive, and engaging learning environment where they feel valued and empowered to succeed.

Outside of school, Mr. McGowan enjoys spending time with his family, staying active, and enjoying the outdoors.

As Principal of North Hopewell-Winterstown Elementary School, Mr. McGowan is dedicated to fostering a positive school culture centered on student growth, meaningful relationships, and strong partnerships between school and home. He is excited to join a school community with a longstanding tradition of support, connection, and involvement both within the school and throughout the broader North Hopewell-Winterstown community.
